Utrecht, 14 January 2026 - In response to the final decision of the Council of State, the highest administrative court in the Netherlands, dated 14 January 2026 on the zoning plan for the Utrecht city district 'Beurskwartier 1', Royal Jaarbeurs states the following:
Jaarbeurs today took note of the final decision of the Council of State dated 14 January 2026. In this decision, the Council of State again upheld Jaarbeurs 's concerns and objections regarding noise. On 27 November 2024, the State Council already ruled in an interlocutory ruling that the zoning plan had defects that the municipality had to rectify. In particular, the municipality still had to work on the cumulative noise study. The Council of State found this study insufficient. The Utrecht municipality's remedial zoning plan was therefore also annulled.
Jaarbeurs remains keen to explore solutions for the area in relation to its operations and its own future plans together with the municipality in the coming period and is confident of a good cooperation with the municipality to achieve the further development of Beurskwartier.
